En el marco del tratamiento del expediente fueron convocados el secretario de Espacios P\u00fablicos y Protecci\u00f3n Ciudadana de la Municipalidad, Esteban Carral Cook; as\u00ed como el subsecretario de Protecci\u00f3n Ciudadana, Napole\u00f3n Gambetta, con el prop\u00f3sito de intercambiar puntos de vista sobre la propuesta y brindar precisiones t\u00e9cnicas. <\/strong><\/p>\n<p style=\"text-align: justify\">El Proyecto tiene como finalidad crear un programa permanente <strong>destinado a fortalecer la capacidad de respuesta del personal de la Municipalidad de la Ciudad de Salta, el Concejo Deliberante, el Tribunal Administrativo de Faltas y el Tribunal de Cuentas<\/strong> <strong>Municipal frente a situaciones de emergencia o cat\u00e1strofes<\/strong>, mediante acciones de capacitaci\u00f3n y prevenci\u00f3n. La iniciativa prev\u00e9 en su redacci\u00f3n p<strong>rincipios rectores<\/strong> basados en la prevenci\u00f3n, la capacitaci\u00f3n permanente y la respuesta oportuna ante emergencias. Asimismo, dispone la <strong>capacitaci\u00f3n obligatoria<\/strong> para el personal y los funcionarios de los organismos alcanzados en protocolos de actuaci\u00f3n ante sismos, planes de evacuaci\u00f3n, prevenci\u00f3n y combate inicial de incendios, uso de extintores, primeros auxilios, reanimaci\u00f3n cardiopulmonar (RCP) y utilizaci\u00f3n de desfibriladores externos autom\u00e1ticos (DEA).<\/p>\n<p style=\"text-align: justify\">La Comisi\u00f3n es presidida por el edil Gustavo Farquharson (PS), quien est\u00e1 acompa\u00f1ado por sus pares Gonzalo Nieva (J),
